2023-0306 - PSPO Relating To The Public Consumption Of Alcohol

Dear All

LBHF Council is asking for your opinions on the subject of a ..

Public Spaces Protection Order (PSPO) relating to the Public Consumption of Alcohol

This PSPO allows for the responsible public consumption of alcohol anywhere in the borough

It provides H&F’s Law Enforcement Team and other authorised council staff with the powers to intervene only if it is causing anti-social behaviour. This can include:

  • asking people to stop drinking alcohol,
  • confiscating alcohol,
  • ask people to surrender or dispose of their alcohol,
  • issuing £100 Fixed Penalty Notices to any person who fails to comply without a valid reason.
These powers are used to help keep our public spaces safe and to reduce anti-social behaviour. The term anti-social behaviour, as defined by The Anti-social behaviour and Policing Act 2014(External link) refers to
  • conduct that has caused, or is likely to cause, harassment, alarm or distress to any person,
  • conduct capable of causing nuisance or annoyance to a person in relation to that person’s occupation of residential premises, or
  • conduct capable of causing housing-related nuisance or annoyance to any person
